These are double action on-OFF-on latching switches. So each switch has 3 positions only one position position is latching. Middle is OFF and is latching, UP is on and will spring back to OFF when let go and down is on and will spring back to OFF when let go.
12mm hole for fixing.
Three screw terminals. Centre is feed positive. and two positive momentry switched selactions.
